采购文件 更正内容： 变更第三章工程量清单部分，其他内容不变 更正日期：2025年07月07日08时22分 三、其他补充事宜 1.因在全省推广政府采购电子招投标业务，供应商需自行办理政府采购CA数字证书并学习电子响应文件制作教程，系统操作问题请咨询技术支持电话（400716-5055），CA 办理问题请咨询CA认证机构。 2.辽宁政府采购网项目投标递交采用辽宁政府采购网网上递交及现场备份响应文件递交两种形式同时执行，并确保电子响应文件和电子文档文件的一致性。如因供应商自身原因导致未在规定时间内在辽宁政府采购网上递交投标（响应）文件的按照无效投标处理，具体操作流程详见辽宁政府采购网相关通知。 3.参加辽宁省政府采购活动的供应商，请详阅辽宁政府采购网“首页办事指南”中公布的“辽宁政府采购网关于办理CA数字证书的操作手册”和“辽宁政府采购网新版系统供应商操作手册”，具体规定详见《关于启用政府采购数字认证和电子招投标业务有关事宜的通知》（辽财采〔2020〕298号），请按照相关规定，及时办理CA锁及相关手续，因未办理相关手续造成的所有后果，由供应商自行承担。 4.供应商须自主学习电子投标（响应）文件制作教程，并根据制作规范进行制作，如未按照要求制作，将会影响文件上传，造成的所有后果，由供应商自行承担。 5.开标时，供应商授权委托人根据自身条件可持CA锁及电脑至开标现场进行解密，也可以由自家供应商工作人员远程进行解密。解密时限为30分钟。 6. 请随时关注辽宁政府采购网发布的变更公告，如因未关注变更公告发生的任何问题，由供应商自行负责。 四、凡对本次公告内容提出询问，请按以下方式联系 1.采购人信息 名
